How do urban prisoners affect suburban community statistics?

Do Black prisoners (from a Black community) jailed in a primarily white community help that community in any way.

Does it affect how many votes the suburban community gets in a general election?

Does it lower the sale value of their homes? Property taxes? Amount of federal aid? Are those jailed Black persons counted as residents of the suburban community thus impacting the U.S. census and making the suburban community seem more "diverse"?

Thanks for the cold hard facts.

You might want to check out this report from the US Census Bureau: Tabulating Prisoners at Their “Permanent Home of Record” Address (http://www.census.gov/Press-Release/www/...

Although it's fairly deficient in references, there is a Mother Jones article that is on this exact topic:

"Prisoners of the Census" (http://www.motherjones.com/commentary/co...

It might at least lead you to some other more primary sources.
